I could be wrong, and no doubt Nick will clear this up one way or another, but my understanding is:

Any tree can effectively be deemed GUR by a local rule regardless of age, height or location.  They don't have to be staked, but they do have to be identified by a local rule somehow, i.e. any tree under 1m in height, surrounded by a White line, or even identified individually (Oak tree to left of 4th fairway).

It is usually reserved for young trees and saplings, but if certain trees are damaged and need to be protected then they may also be included.  Exposed tree roots can also be included but again need to be specified.

However, it sounds to me like your mate is either taking the p*ss or has genuinely been misinformed by someone else and hasn't bothered to check it out.
