unless that is a recent change that is not correct.  Cat 1 are treated the same

You are probably right I am not going by the rule book just what one of our scratch players who was the county captain told me he said it was something to do with cat1 hcp's being managed directly by the county.

Cat 1 managed by County really is a thing of the past due to the large numbers now involved - the County tbh as not interested unless you are scratch or better and then all they need is the playing history signed by the player for the past year.
