Lateral hazards - Red Posts

If a player hits a ball into a hazard marked by red stakes, can he hit a provisional ball off the tee or should he play as per the rules -(a point of line where the ball crossed)?

I would say no as a ball is not lost if its in a water hazard.

edit: I think if the player and partner/s are unsure if the ball entered the hazard then he can play a provisional and the provisional ball can only be used if it has been determined the original ball was lost outside the hazard.

But i'm not 100% sure :(

He can't play a provisional if you are sure it went into the hazard, but he can play 3 off the tee if he wants to.

He could play a provisional if there was a chance that the ball would be lost outside the hazard (i.e. long grass either side of the ditch).
