Rule 4-4b

Partners may share clubs, provided that the total number of clubs carried by the partners does not exceed fourteen

So then they should have recieved a D/Q, or does the fact that they "swapped" rather than "shared" make a difference?

It was tiger at pebble beach i was thinking of. The pro's have play by a different rule to us when it comes to balls. i.e they have to use the same ball the whole round. We don't. And i haven't read anywhere that you can't buy more balls during a round for amateurs. But i know that Pro's can't. So there are differences in the rules - depending on the tournament/organisation running the tournament. I'm not saying i'm right - i'm just working backwards (maybe wrongly) from what i know about Pro tournies. Anyway.....for those about to hit all of their balls OOB - I salute you :D
"Highly skilled golfers" are subject to that limitation as a condition of competition, not as a Rule of Golf, although the Rule book defines a specimen condition that can be used.  Think Amateur Championships, County events, Junior Tour, stuff like that.
