If the ball is replaced under no penatly. Is the original stroke counted?
Yes.Don't think there's any situation where a 'stroke' doesn't count. Penalties are simply additional - in that case 0.
If you break your ball whilst playing a stroke, the stroke is cancelled, you then drop another ball under no penalty, and carry on.

With winter rules Say if a ball is on the fairway but right next to the first cutCan I place my ball (if within six inches) in the first cut rather than on the fairway?(Reason could be - to hit a 3 wood or higher - so if the fisrst cut was fluffy to "tee it up") ?
Depends on the Local Rule.But a wrong thing to do imo.
